Shutting down various services and running programs is usually the cause of a slow system shutdown...and the easiest to fix so it's the thing to tend to first.

I use the guide on Black Viper's site to determine which of XP's services can be turned off...the settings in the "Safe" column are...errr....safe. ;)

Icons in the system tray, except for the sound volume and clock, indicate programs that are running. Close the ones you can, usually by right clicking on the icon and choosing "exit" or "close" and if you don't need them running at startup, go into each programs options/preferences/setup (whatever each calls it) and see if you can find a way to stop them from loading when Windows starts up. You can always start them manually from the Start Menu when you need them.

Finally, for spyware which may be running in the background, download, install, immediately update and then run Spybot and/or AdAware (you can use them both.) Let it (them) clean up any spyware found.

Suggestion. DO NOT Get in a hurry here. Let XP do its thing.

Sometimes this machine shuts down in app 30 seconds and other time it takes 3 minutes. It appears to be related to what I have been doing. Or if I have made changes it effects it for sure

XP can be SLOW in the shutdown department.

But the suggestions by Miz do help

As to using Black Viper. PRINT that rascal out and check off what you do with each setting. There are SO MANY you may not remember what you did with what.
