writefile() error 000003e3

    I have a Dell latitude CPi R400GT. I am running windows 2000 pro. I cannot get the computer to find the modem. I ran device manager and everything on it including the modem and ports is working with no conflicts. When I go to diagnostics and query the modem I get a modem failed to respond, verify the interrupt for the port is properly set. The interrupt has no conflicts. The modem set the com port and the interrupt.The log for the modem query says the modem failed to respond because of a writefile() error 000003e3. I played with the port settings and I got the modem to respond. I closed out everything and rebooted the computer and it went back to modem does not respond, verify the interrupt for the port is properly set. The log says the same thing. Failed to respond due to writefile() error 000003e3. Modem is still working with no conflicts, and still does not respond. I hope someone can help. Thanks

    My problem turned out to be the bios was too old. I flashed the bios with an update and it solved the problem. I hope this will help someone else in the future. Updating to a new operating system on an old machine with an old bios does cause problems. It took me many hours to figure this one out.
