Try tapping the F2 key before it gets to the stage of "freezing ". It may only need for you to go into BIOS/startup settings, then save and exit.

It may be having a problem with a piece of connected hardware, reseat the connectors for the mouse and keyboard. Disconnect any added hardware, especially external drives because it may be trying to boot to those. Check there are no disks in the CD/DVD.

You don't say if it is a desktop or a laptop. If it is a desktop and it keeps happening, you should replace the CMOS battery.

You could also run Dell's diagnostics. You should have a CD with your system with the diagnostics. If not, you can download them from Dell.
