I turn on system, and i see the winXP splash screen, then PC restarts.

I tried safemode, command, last known config, ect...
    all restart after winXP splash.

this started after getting the message "low on virtural mem... ".
    so I restarted

Hi Gasolene: Got your XP CD? Set BIOS, boot from CD, first time it asks if you want to repair using recovery console, say no, next you should get a screen option to repair existing install.

If you have a raid controller, don't forget to hit F6 and load the drivers, can only be loaded from floppy, so get them on a floppy somehow first. Windows wants to load it's own raid drivers, don't let it, use drivers from mfg of raid card.

I've recovered a couple of times doing this, but maybe wait for other replies to this post, could be a simpler way.

What are your computer specs? Do you have a memory problem or is it a false error message? If you can get in there, uncheck that auto restart box! (Makes me crazy to get caught in a loop!) Were you able to get into safe mode for any time at all? If you can, untick auto restart and try a system restore. If you can't get into the admin account, or safe mode, Try clearing CMOS. If that doesn't get you to a desktop, Martin's XP cd repair suggestion is your only alternative, AFAIK.
    Good luck.
