I have ran the Windows XP Disk Cleanup tool, but iy is not deleting Internet Explorer 5 Content Files and the result is a gmer.exe scan has currebtly been running for over a hour and is still going.

Can I manually delete these files?

Most probably a malware infection. You can delete the file. If it reappears again, head over to Malware & Virus Removal section.

your gmer.exe is a Rootkit file finder, and if your HD is very large it can take quite some time.
