Windows won't shut down using start button

    I had virus and monitor problems a few weeks ago and all of them seem to be worked out except for one thing. When I try to shut Windows down using the start button and selecting either shut down or restart nothing happens. Everything looks normal it just returns to the normal desktop. I can shut down using my power button if I hold it 5 seconds and when I reboot everything is fine but I'd like to be able to do a normal shutdown using the start button again.
