Windows Update: "Update is not allowed to download due to regulation."

I'm getting this error message in my logs on several networks. Everything was going fine until the updates that were released last Tuesday.
I'm still in the process of checking other networks (I monitor several), but 3 networks so far are having this same problem.
ONE machine on one of the said networks updated without a problem.
I checked the reg settings, and they are identical on all machines. That is because I have the same reg settings on all client machines in each network.
The only reasonable explaination I could find from Google was a registry setting that was disallowing auto updates. As I stated above, I know this not to be the case. Previous updates have been installing for months with no issues.

Just when I start getting used to Windows Update logs, they change the format.
It's usually for the better.

what happens if you go manually to windows update on one of these machines and manually run it and choose custom?
Does a specific update cause the problem?

Thanks Pete, that could very well be the problem, although it seems that it was Tuesdays update that breaks this functionality, which I haven't been able to download yet
I wonder if MS put a lock of some type of "lock" on this update....

I'm not in the position at this point to try a manual update, as these are remote machines that are in use at the moment. That is something I can try after hours

I couldn't resist...I checked the permissions on the registration folder, and they were set to Read Only. I do have one machine that updated. I will check the permissions on thier registration folder and see how that goes

In a couple of the articles in your links, this could be due to server demand on WU servers, which is what I suspected in the first place, as this is a regional problem, and a few machines here and there managed to get the updates.

I have the same problem in my log, but they eventually downloaded, with this entry in the WU log, which I did not see in other logs:

I am an administrator, but with admin privilages. I tried to log into the default administrator profile, but I must've forgotten the password!!
I don't see how that is possible, as I only use about 5 default passwords, and none of them work!

I can access the WU site from my computer, and a Custom installation says there are no Critical Updates available...

I think I may just wait this out a few days and see if it is indeed an issue with the WU servers

Remember,. if you have a profile with admin priveleges you can always go to start/ run and type control userpasswords2 , hit enter and you can change the administrator password without knowing it.

 

I changed it this morning, and when I logged in, WU didn't prompt me for anything
On further investigation of my log, I noticed I got the same log entry on every update in the past year
"Success Content Install Installation Ready: The following updates are downloaded and ready for installation. To install the updates, an administrator should log on to this computer and Windows will prompt with further instructions: "
But the updates have installed...strange, but I'm not too worried about my machine

On my networks I monitor, I managed to get into one of the machines and check WU manually.
I am now thinking the "Update is not allowed to download due to regulation. "
Is because of the Windows Validation that WU now requires(?)
I downloaded this, and I am gonna continue to monitor this particular log and see if it makes a difference.
It seems that Automatic Update doesn't automatically install this. Probably an ActiveX thing
