Resolved Windows setting while opening a file in RTF format

Hi All,
I am facing some problems while opening a file in RTF format.
Actually I am hitting below link which is directly opening the file in the same window

https://ucrmskr.apac.nsroot.net:10301/forms/html/001725_032_gca.rtf

whereas I want to get an option of either open or save or cancel like a pop-up message

Please let me know what needs to be done for the same.

To add to that I am able to get the open,save and cancel option when I am hitting
below link

The major difference in this and previous link is the http and https
In this case what needs to be done to make https work in the same manner.

Try right clicking on the link and selecting save or save target as.
