I read an expired but unresolved post whereby a computer running owner installed Linux could not be reinstalled with Windows - setup repeatedly failed
FDISK was used to delete and repartition prior to the attempted Windows recovery
Having experienced this type of issue i successfully reinstalled Windows by Zero erasing the whole disk drive at a low level using the drive vendor maintenance tool (licensed for computer owners).
This erased all data and partitions including MBR and also repaired any surface errors
After this process Windows reinstalled normally

    Seagate tool is called SeaTools

Western Digital is called Lifeguard Diagnostic

Hitachi is called Drive Fitness Test

Be careful if you have a Windows recovery partition on the drive that you wish to retain as this might also be erased , consult the drive vendor for advise.
