Windows 98se installer problems

I'm trying to update my Java runtime to 6.0. from 5.0
I get the following two error messages:
1723-Could not find dll to run installation, I know the dll is ADVAPi32.dll
2732-Directory Manager not initialized.
Does any one have a sugestion on what I have to do to resolve
these two issues?

Java 6 does not support Win98, that is why you are having problems. The highest version for 98 is Java 5 Update 15.
