This prevents users from changing their desktop background and wallpaper settings by hiding the Display Properties.

Click the Start Button and then click Run.
Type "regedit" (w/out the quotes) and click OK.
    Go to:

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\System

Rt click the System folder and select New DWord.

Name this DWord "NoDispBackgroundPage" (w/out the quotes)

Double click the name and change the 0 to a 1.

If you ever need to be able to access the Display Properties you must change the 1 back to a 0.
