Windows 7 won't boot after virus removal

Laptop infected with the Open Cloud fake AV after trying various tools Malwarebytes, Seek & Destroy, etc. finally got it removed only to have JS/redir & a laundry list of viruses pop up after each AVG scan. Ran Kaspersky Virus removal tool found viruses stated they would be disinfected after rebooting; system failed to restart and won't boot into safe mode or Restore either. Starts to boot after the splash screen shuts down and repeats
