Windows 7 Scheduled Restore Points

    In its information for 'Scheduled Restore Points' Microsoft says : "Windows 7 creates a scheduled restore point only if no other restore points have been created in the last 7 days ".
    I am not clear whether the above applies if creation of Restore Points is scheduled in Task Scheduler - since Task Scheduler allows the setting of specific times etc. Does the above quoted procedure 'overrule' or ignore what is set in Task Scheduler ? - and if so what is the point of Task Scheduler offering these options. I have set Task Scheduler to create Restore Point at Startup and at 13.00 on selected days - but it has not done so.
    I am confused!
