check to make sure the firewall is not enabled. Then see if you can ping the domain controller.

The following are diagnostic things to try and won't need to be kept as permanent 'fixes'.

Did you retain the same name for the workstation after the rebuild? If so, try using a different PC name. If no joy there, then a different NIC and PC name.

Try putting the DCs ip and name into a hosts file on the problem workstation and see if it can join the domain then.

    Try this from Q224370:
Click Start, click Run, type the following line in the Open box, and then click OK:

    net start rpcss

Test to see if this resolves the issue. If the issue still occurs, continue to the next step.
Click Start, point to Programs, point to Accessories, and then click Command Prompt.
At the command prompt, type ping servername, where servername is the server, NetBIOS, DNS, or GUID name that you want to test for connectivity.

If there is a connection issue with one of these computers, contact your network administrator to resolve the issue. If the issue still occurs, continue to the next step.
Use the Netdiag tool that is included in the Microsoft Windows Support Tools (included on the Windows CD-ROMs) to determine if the domain controller is working correctly. You can perform a network trace using the MSRPC, DNS, NBT, LDAP, or TCP protocols.

If there is an issue with the domain controller, contact your network administrator to resolve the issue. If the issue still occurs, continue to the next step.
Use the Netdom tool that is included in the Windows Support Tools to verify network trust relationships and reset or establish a connection to a server.

This is caused by: ( At least on my experiance )

Since you kept the same name, The " Primary Domain Controler "
Still has your Server-Name listed in the " Admin Server Manager "

    Do the following:
Go into the [Server Manager] And delete out your "Server-Name" From
    The list of Registered Servers.
Then try to re-join the domain again,
You should not get the error no more..

Take Care, and hope that his will help you, if you have
Not already found the problem, as this is posting 2-months after the fact. :)

    Take Care
