Why are you doing a Reset of W10?
What sort of problem has caused this line of action?

Just the Windows partition. Everything else, in theory, is left as it is.

I recently tried the Delete all files on a Acer and was surprised to see that all was still there. Thought maybe I checked the wrong circle, so I spun it up again full install and checked the box. Still did not remove all! Jeebus!
After deleteing the partition and all the recovery partitions was I then able to install a fresh.
