I don't think the problem was that the restore points were not being created. They were being created but deleted in other versions of Windows in my multiboot setup. I have three hard drives. The Windows 8 and 8.1 are on the 640gb hard drive. What I did in the Vista OS's was to go into device manager for Vista and disable that entire 640gb hard drive. That kept Windows Vista from deleting the restore points in Windows 8 and 8.1. I used a registry edit to set all the non-XP OS partitions offline in XP. I did the same thing for Win7. The registry fix did not work in Vista which is why I had to disable the hard drive. I don't think anyone has figured out a work around for the problem of not getting programs to start at bootup in Win8/8.1 The problem occurs for both Win8 and Win8.1 for startup folder and for Task Manager. As you may be aware, there are other softwares that can delete restore points. I may be wrong but I have the impression that MS is going to have to develop an update to fix those startup and Task Manager issues in Win8/8.1. Another bug is that when Win8 and 8.1 are dual booted the destop background that you set in one comes up in the other. I'm thinking that may be the fact that both log into the same MS account at startup and the desktop background may be remembered in your account in the same way as your startup photo is remembered. I'm not sure of my reasoning for that either.

Which Startup folder are you using. There's more than one.

    c:/users/your profile/appdata/roaming/microsoft/windows/start menu/programs/startup

    c:/users/all users/microsoft/windows/start menu/programs/startup

Programs' shortcuts in the Startup folder won't execute at boot IF they need admin rights (runasadmin) to run unless UAC is disabled or bypassed.

In some cases, to get the Startup folder working you must uncheck "Turn on fast startup (recommended)" in advanced power options under Shutdown settings.

Same for Task Scheduler, it won't run programs that need admin rights unless UAC is disabled or bypassed.

You can create elevated shortcuts for task scheduler and the startup folder in order to bypass UAC..

Thanks for this. I was using the startup folder for all programs from the start menu which turns out to be all users . I moved the shortcut from this startup folder to the one for my profile but the program still won't start on rebooting. I have had fast startup disabled and UAC disabled previously to avoid other issues/annoyances. I will need to look at elevated shortcuts.
