Win XP Pro with 2 Accounts

I have a new computer with Windows XP Pro. I have 2 accounts on it both with administrative privilages. I have installed a scanner (Epson 1660 Photo). In one account the entire program works fine, in the other account everything works but the Smart Panel. When I click on it it tells me to download the supported TWAIN driver. This is not a problem in the other account. I have contacted Microsoft the told me to contact Dell (the Mfg.).
After talking to a couple of people they sent me to a site that will tell me how to fix it for $99.00. I can do without this kind of "Support ". Help!!!!!!!!!!!
