What do you mean by DOS recognizing your CD ROM? You can see it during a boot sequence?
Maybe, you need a newer driver from a manufacturer site. Who is the maker? Model number?

in device manager there is a problem with the secondary ide controller, but i can't remove it alone. if i really wanted to, i'd have to remove the parent as well. i'm uneasy about that.

Removal of the controllers in Device Manager and then rebooting can repair some installations of hardware. I would also recommend removing the CDROM at the same time.

This is not uncommon for boards based on Intel 815 chipsets. You can boot to the CD, but windows won't load the busmastering driver.

If this is the case - download the driver off the net if possible or boot to the windows cd (start computer with cdrom support) and Xcopy the directories from your driver CD to the HDD. After rebooting you can then install them in windows from the HDD.

From my own personal experience the past week I do need to ask.

Does the machine in qiestion happen to be an OEM Machine ? HP, Dell, Conpaq etc ?

I ask because I had some of the same problems with TWO machines that I ATTEMPTED to fix. And came home unhappy, hurt and ANGRY because I could not get them fixed.

Things would load from the HD but not the CD.

Let's try process of elimination. Open the case of the computer. Look at the ribbons connected to the hard drive and CD. You'll notice they look the same. Note the position of the connections on the ribbon, check to see if the ribbon connected to the hard drive has a free connection. Look at the ribbon on the CD, it's connection position in most cases would be the same position as the free position on the HD's ribbon. In either case there is a jumper and a diagram on the CD, be sure the jumper is in the Slave position, if it is in the CS position it should still work.
Use this free connection on the HD's ribbon for the CD. This way the HD will be on the Master, and the CD will be the Slave.
If you then cannot get the drive going to install windows, the drive may be bad, as the problem moved with it.
I am moving this to Hardware.

Sorry I'm just getting back to reply to this. Yes it was a cable issue. I followed what Mark suggested and saw he was right. I thank you for your assistance and am sorry for the late reply about it being fixed now.
