win 7 installer service not accessible

Hi there

I was trying to install the USB/DVD DnLoad-Tool from Ms, then my win7 OS pop the above error message. I tried the following

1. Restart this services in the admin panel but problem remains.
2. Do a new reg with .reg from the web
3. Look for 2 copies of msIexec.exe in system32, but there is only one
4. download version 4.5 all flavors, all installation not suitable (it is said that win 7 use version 5 but there is none to be downloaded)

Exhausted, i am back, any suggestions.

 

Did you reboot?

 

Bill, after what action should i then reboot

 

After any Download it pays to Reboot to enable changes to take effect.
