I have WIndows 7 Home Premium and a 64 bit operating system. When I want to download and install some web server software, it is available as a Windows 32 file. Is this OK, i.e. is 64 bit backwardly compatible for 32 bit software?

Very few softwares are written in 64bit....So most 32 bit apps will work just fine.

In addition to Steve's post if you look in the C:\ drive you will see 2 Program Files folders - Program Files which are the 64 bit programs and Program Files(x86) which are the 32 bit programs.
