My locally-made PC (Win7/64 "conventional" desktop) came with this driver:

    < BlackBerry Smartphone >

    Version: 4.0.0.2
    Date: 5-14-2007
    Provider: Research In Motion
    Class: USB
    Setup Information: oem16.inf
    Setup Section: RimUsb.Device.ntamd64
    Hardware ID: usb\vid_0fca&pid_0004&mi_00

Why? I don't have a BB, not even a smartphone.

Windows comes with built in support (drivers) for many 3rd party products. For example, Windows 7 has a built in driver for the Blackberry 8830 Smartphone, as well as other Blackberry smartphones. You can search the Compatibility Center Hardware section, select a product and it will tell you if no additional software is needed or not. If not needed then Win7 already will have the drivers installed.

Probably for the same reason you have Printer Drivers, Camera Drivers etc. As I understand it, if Drivers are compatible and approved, Microsoft will install in the OS at production.
My Huawei Ideos Smartphone ADB Drivers were in my OS (Vista Business) and when I wanted to Download and install Apps for my phone, there was absolutely no hassle carrying out the operation. Cheers Neil.;)

But there's nothing associated with this driver that's needed by non-BB software on my PC (eg, PhotoShop, Excel, Win7, etc)?

As Tony advised, have a look in his link > Hardware > Communication.
You may not have a need or use for these devices, but the Drivers are provided for those who may.
It saves a lot of time searching for Drivers when you decide to upgrade technology wise. Neil the Septuagenarian as my Logged in name implies.;):D
