who has the knowledge 2503

i am looking for someone who knows what to do about this problem,
i have brought up this problem before but didnt get anywhere/

some programs use "install wizard" to install.
when install wizard is used during the installation
two errors come up. error 2503, error 2502, then fatal error and the program does not install.

i looked up the errors and it seems to be a dos problem.
but i dont know what it is. and cant find the right information to fix the problem.

is there any experts out there that can help me.

gets very frustrating that happens.

this has happened on 4 different programs that i tryed to intall.
and they all use windows intaller.
