This seems to be a Windows 7 issue (I don't recall it ever happening with XP).

What causes a shortcut icon to turn white? This sometimes happens when I drag and drop a desktop shortcut to a desktop folder.

I keep a folder on my desktop called Tools & Utilities, and I drag related desktop shortcuts to said folder (cleaners, defraggers, update checkers, etc.) The desktop shortcuts are not affected.

Rebooting does not help, and neither does refreshing the folder.

Hi James. The computers Icon Cache could be corrupted which is why some shortcuts are not displaying the correct icon. See if rebuilding the Icon Cache fixes the issue. Take a look here, How to Rebuild the Icon Cache in Windows.
