On my new laptop, descriptions of icons on the desktop
(whose background is blue) are written with white
characters, which I like a lot. I looked around in the Control Panel\Screen
properties, but I wasn't able to find where this choice
is made. Thanks for the attention.

By default in XP, it can't be manually changed. The text changes on its own
from dark to light depending on the color of the background. It is based on
the Desktop color not the Wallpaper. The combo is whether or not you are
using a Wallpaper and what the Desktop color is. In other words you can't use wallpaper, a light color desktop will give you black text. A dark color desktop will give you white text.

There may be a third party product that can do this but that as far as it goes with xp built in defaults.

Iconoid allows you to change the color of the icon text plus many other options.
