What's the best free personal web hosting service?

What's the best free personal web hosting service? Ideally, the service would be free (of course), reliable (I have heard that some of these services come and go), with few or no obtrusive ads (like Google), and with at least a few tools (like a hit counter). I know there are lists of hundreds of these services, but I can't really evaluate them all very well. So if anybody knows a web hosting service that meets my ideal, I would love to know about it.

Your ISP may offer free website hosting.
Otherwise there are lots of such sites out there, but I have no experience so cannot recommend or comment.
