What is the software package that Windows BBS is based on?

    Hi. I need to set up a forum on the website of a professional association for which I do occasional consultantcy work. I like the look and feel of Windows BBS (just wish I could also copy the helpfulness of the moderators and members!!). I've seen several other forums (fora?) out there which seem to have an almost identical layout, architecture, etc., which leads me to assume there's a software package that one can buy and install and personalise.
    If that's correct, could a kind moderator tell me what it's called and where I can buy it? If not, has anybody got a suggestion on how to go about creating a forum, bearing in mind I'm not a programmer and wouldn't know how to begin creating one from scratch.
    Thanks in advance for any guidance.
