What is the best way to move from Win-7 over to Win-10 without losing all your apps and data? I have close to a TB of stuff in my win7 partition.

Go to Download Windows 10 and download the tool, don't "update now". Have the tool create the installation media on a USB-device. Run the installer from within Windows 7. Stay connected to the internet, enabling the installer to download any needed update.

Don't boot from the USB-device. Run setup from within the current Windows 7.

The choice to "keep my programs and files" (or whatever it says) is the preselected default and you have to change it to do a clean installation, wiping it all.

If you are worried about loosing your files, backup, backup and then backup!

(I edited the thread title to be a bit more descriptive and moved it to the Windows 7 forum!)
