what is "residential gateway device"?

I just had my machine reformatted and there is this "residential gateway device" icon popping up and I want to delete it but it is a .VXD program inside of window system folder and I don't want to mess up the computer

Any ideas as to what this is and can I get rid of it?

The Resident Gateway is an intelligent device for the home that provides high-speed internet access and is able to route incoming data to PCs and to devices such as television sets and stereos.

It won't do any harm.
