Do a search on your system for pscout and then view the file properties to see version, name, company name etc etc.

    PSCOUT.exe?

what i've been able to find out about it is that is resides in the \W32X86 directory in drivers. this directory holds certain post script drivers for printers such as canon, ibm, tektronics, etc.

from what i can ascertain, it's a viable file. in my case it is used for printing across my vpn.

if you know anything more or can provided further insight, i'm all open to it.

    thanks.

Nothing definite here but from what sexyblues posted could it be possible the PS in the name is related to Post Script? If as sexyblues said, it's related to printing on a vpn, it's quite possible you could get an alert that it's trying to get access as it would have to have it to access the network. Just guessing here but it makes sense to me.
