Weird Language (?) In Help File

I posted this in another forum and no one could seem to figure out what is up so I thought I'd move it here. When I try to access the "Help" link in Hotmail, I get the following. Can someone figure out what is going on? It's on all my computers but when a friend hooked his up to my connection it wasn't there.
