We would like to mask or turn off the toolbar area on a touchscreen display so others (public) can't change it (yet we could use it via the keyboard or mouse).
Anyone know how to do this...banner like or other?

AFAIK you can't. You can only lock the toolbar using group policy (or a regedit hack).
