(Q1) Windows XP SP3, is final Servcie Pack, NOT provide SP4 ?

(Q2) Windows 7 Service Pack. When can provide sp1,sp2,sp3?
in normal, each service pack +6-12 month ?

    (Q3) I hope if W7 SP1 on sales, direct upgrade to W7 SP1, is more stable ?

    Any idea please!

    1. There will be no more Service Packs for XP - Microsoft ends mainstream XP, Office 2003 support

    2. Windows 7 was released Oct 22 - the likelyhood of a Service Pack within the next 18 months is remote.

3.When the first Service Pack is released installation media incorporating SP1 will follow

Direct upgrades are never recommended - an upgrade from XP is not supported (at present). A clean install is the best route.

Confirm that an upgrade is not possible from XP, shouldn't need to say that make sure that everything is backed up before doing a fresh install and unlike me make sure that your backup programme i.e Paragon, Acronis etc is also saved somewhere separate to your HDD
I was unable to restore files as my Paragon was deleted by the install of Windows 7

There is no reason why you should not continue to use XP for a number of years. AFAIK security updates will run until 2014.

As far as compatability of your existing software with Win 7 is concerned you will need to Google, but Win 7 Pro and above have an XP mode in which older software which will not run in 7 will run.
