After you drag it down, is "Lock the Taskbar" checked?

I have that problem and I tried the update but I get a "This update doesn't apply to your system" error I'm using Windows Vista 32bit and I downloaded the non x64 bit version. And a way to fix the flashing is to go to task manager and restart explorer.exe. But doing that every time isn't that good.
