Easy question? Let's say I've got two laptops: A Dell and a Toshiba, and each one has the green holographic Microsoft sticker on the back, with the Product Code. I no longer have the Vista re-install disk for the Toshiba, but I do have the re-install disk that came with the Dell.

I know, there's an issue with drivers... but: Dell provides OS re-installation CDs that do NOT have any drivers on them; they're provided on a separate CD, so I won't have any issue with the drivers; there will be none installed. Plus, I already have all the HW devices documented & drivers downloaded in a separate spot, ready to install, after the OS goes in.

Is the OS disk transferable between hardware vendors, as long as you're "legal ", and provide the proper Product Code?

EDIT: I tried this, and Vista still wants to be activated, so I provided the number from the Microsoft Sticker on the underside of the laptop, and it complains that it's the wrong code, and to please re-try, or call Microsoft.
I drew up a process that worked with XP, where you could re-do the product code in Windows, to match the one on the chassis I was on. -- We installed XP on one machine, then cloned it to 20 other identical machines. We re-licensed XP so that each copy of XP had its own proper license code, so everything was nice and legal. Does such a process exist for XP?

No, an OEM license is non transferable.

    See: Microsoft OEM Licensing FAQ

Re reading your questions it seems you are not trying to transfer a license, but instead trying to re-install the software with another disk.

There's a good chance this won't work (as you found out), some system builder OS will have their own key, so using another key with their media will fail. Best option is to contact the OEM for a copy of the OS.

So it appears that Toshiba codes only work with Toshiba-supplied disks, and Dell codes only work with Dell-supplied disks.... This means that the un-activated Vista I have right now can pretty much never be activated; I'll have to re-format & start over with the disk that Toshiba sends me. ---Unfortunate -- I spent lots of time getting the patches straight & getting the drivers installed.. all wasted.

You can copy the patches & drivers to USB drive or other laptop. No need to download them again.
