very weird keyboard problem

after a text-editing application is open for a short time, some of the characters will output incorrectly.

ie: instead of seeing the characters I'm typing, I will see weied ascii characters that can't be printed normally.

also ctrl + arrow key is supposed to move the cursor one full word, but it only moves a character
ctrl + end does not move to end of document ect...

this happens in any text-editing app including...
notepad, dreamweaver, visual studio, iexplorer, ect...

when this happens i have to close down application and re-open it. (annoying)

I know it's a long shot, but has anyone ever had this problem, suggestions?...

 

Had a similar problem but it would happen at random (not just in a text editor) and I had to restart computer to get rid of it. Then it would re-occur again without any correlation to anything I could discover.

Had a redirect of capslock I had installed a long time ago and decided to see if that affected the problem so I deleted the registry entry and - voila - it has never re-occurred.
