use proxy server always checked

    Windows Me with IE6. In Control Panel/Internet Options/Connections/Settings the use proxy server button is always checked. I uncheck it but next time I open it, it is rechecked. This is preventing me from accessing the internet. However Outlook Express works fine. Is there a setting in the registry where I can turn this off or some other type of fix.

    Boot into Safe Mode and then uncheck proxy.
