I got a startech adapter converter. I plugged it into a bare ssd and plugged it into my laptop to clone the hdd. It worked just fine. When I took the old drive and adapter to my desktop I was not able to format it nor was I able to even copy a file onto it. It just seemed to freeze. However, when I put the old drive in my old docking bay, I was able to copy files to it. I'm really puzzled.

Just realized this is only an issue with my main desktop which runs windows 10 and is a fairly powerful computer. I have no issues otherwise with the usb ports. I tried a usb2 and a usb3 port.

Hi sussertown. What happens when you try using that USB drive adapter with your laptop? Does the hard drive in the adapter spin up and can you access the files on your laptop?

Does the adapter require a dedicated power cable to power up the hard drive that is being plugged into it?

My fans were off. I opened the case. The fans were unplugged by the tech who told me they weren't working. I plugged them in. Fans started working. Found USB wasn't working in device mgr. Uninstalled and rebooted. Memory card reader started working. Adapter started working. Not 100 percent clear and what happened but who cares.
