I managed to get the disconnect icon to appear by attaching my wife's USB Buslink external hard drive to my computer, but the drive F icon still doesn't show unless I reboot the computer and start up the Buslink at the same time.
When I removed my wife's Buslink and plugged in my Buslink, the disconnect icon reappeared, but still no drive F icon unless I again reboot the computer and boot the Buslink.

Drive letters for other than hard drives are assigned at bootup. If the device isn't attached then, when it's plugged in it will be assigned the next available letter. Check My Computer to see if it appears but has a different letter.

Plug and Play problems with Buslink USB external hard drive

Thanks for your help. Yesterday (5/15/03) I managed to get the plug and play feature to work. I went to Microsoft's support page and downloaded usbreg.exe. It removes usb information. Then I rebooted and the Host controller and root hub are redetected. This worked for me. Thanks again for your concern.
