   If I buy a USB 2.0 card and plug it into a PCI slot, wouldn't the 480 Mega bits per second be limited to 133 Mbs by the PCI bus?

   Good question, wrong math. Your PCI bus runs at 33mhz, not 133mhz. The answer to your question is no.
