I have a file on my desktop named ~. I have deleted it and tried to read it. I can't read it with wordpad and when I delete it it comes back. (unknown interval). If you are familiar with this please post.

OLDSALTY--Probably, yes. However you will then no longer be updating the Backup file for your Address Book. I am not sure if I have ever used the Backup, but if you want to keep yours up-to-date, then rename the ~ file to yourOEusername.wa~ and put it in
    C:\Documents and Settings\User_Name\Application Data\Microsoft\Address Book
    As the MSKB article says
"Note Do not delete the file because it is a backup of the Windows Address Book. You may have to have the backup file if you lose the Windows Address Book. To use the backup file, you must rename the backup file User_Name.wab **, and then copy the file to the following folder:
    C:\Documents and Settings\User_Name\Application Data\Microsoft\Address Book "

** That is incorrect. Should say "User_Name.wa~ ". The .wab file is the actual Address Book, which is not affected by this bug. The Address Book (.wab) is being properly updated as you change it.
