   When I try to use a package like Winrar in Vista I get a popup stating that an unidentified program wants to access your computer. Is there any way of disabling this pop up

   This is the UAC prompt - it can be disabled, but it is most unwise to do so. It is a security measure, slightly more user friendly in 7.

   Hi RonGrace. Take a look here, Stop UAC from blacking out the Screen in Windows Vista.
   
   This will leave UAC enabled but it will disable the secure desktop feature.
