unable to open the Outlook Express 6 message store

    I am using WIN XPPro SP2 with IE 6.0.2900.2180 SP2 and OE 6.0.6,0,2900,2180. My problem is with Outlook Express (OE) 6.0 which will not start.

    I received 2 messages when I try to run OE 6:
    1st = "Outlook Express could not be started. The application was unable to open the Outlook Express message store. Your computer may be out of memory or your disk is full. Contact Microsoft Support for further assistance. (0x80007007E, 126). "
    2nd = "Outlook Express could not be started because MSOE.DLL could not be initialized. Outlook Express may not be installed correctly. "

    I contacted Microsoft Support but they want $35.00. When is Bill Gates' billions going to help his customers?

    I am not out of memory or disk space. I do not want to lose my OE 6 data/folders. My DBX folders are still available by searching.

    I went here http://support.microsoft.com/oex

    I tried regedit and modified the "ISINSTALLED" bit from 1 to 0 and tried to reinstall WIN XP SP2 - OE did not did not run.
    Also tried these:

    An update that addresses Outlook Express 6.0 issues is available for Windows XP (900930)
    Error message "Outlook Express could not be started because Msoe.dll could not be loaded" (296512) this is for Windows ME so it did not help.

    I did a "C" drive search for MSOE.DLL and found I have 3 versions in various places.

    msoe.dll C:\windows\$NtUnstallKB9009830$ ver 6.0.2900.2180
    msoe.dll C:\windows\Service PackFiles\i386 ver 6.0.2900.2180
    msoe.dll C:\windows\$NtServicePackUninstall$ ver 6.0.2800.1437

    msoe.dll C:\windows\$hf_mig$\KB900930\SP2QFE ver 6.0.2900.2670
    msoe.dll C:\windows\system32\dllcashe ver 6.0.2900.2670

    mm3854--You tried "How to reinstall or repair Internet Explorer and Outlook Express in Windows XP (318378) " and that did not help?
    You could also try OE File|Folder|Compact all Folders.
    If this just started recently, perhaps a System Restore to a date prior to the problem starting?

    EDIT--It is a little strange that the versions of msoe.dll in
    C:\program files\Outlook Express and
    C:\windows\system32\dllcache
    are different.
    On my PC, after installing Update 900930, both are version 6.0.2900.2670
    Perhaps you should uninstall Update 900930 and reinstall. (You can uninstall from Control Panel|Add/Remove Programs|make sure Show Updates (at the top) is checked and look under Windows XP-Software Updates.)

    Also are you sure you have the error message number ( 0x80007007E) correct?

    If you have not already done so I suggest you run System File Checker ....

    Start > Run > type in sfc /scannow - note the space before the forward slash and have your XP CD handy. SFC will run and exit without any closing dialogue. To see which files, if any, have been replaced look in Event Viewer.
