We had a user who was able to view HTML e-mail, but unable to click on a link and get it to work (in this case, it was unjunking things blocked by our firewall). The link would change a different color, though, as if it had been used.

It took several tries and across the top of the mail, randomly appearing, was the little yellow bar that says, "click to activate links." While that's a useful bar, it should have appeared the first time.

What options do I need to configure in order to never have to worry about that bar showing up or not?

Was this email in the Junk E-mail folder of Outlook? I don't have OL2003, but rather OL2007, so I'm not sure if its the same, but with the message selected go to the toolbar & select Actions > Junk E-mail > Add Sender to Safe Senders List.

It was in the junk mail. And the mail itself was from our spam filter, giving the option to unkunk the mail that was actually still being held in the filter.

Even when we added it to the safe list, and dragged it into the inbox, we experienced the problem of not having the yellow bar that says, "activate links. "

In the Junk E-mail folder, links aren't activated. When you move it to any other folder, they should become activated, but it could be that your spam filter 'broke' the links.
