Unable to Install 1803

    Failed to install when it downloaded through Windows Update; froze at 99%.
    Update Assistant failed; froze at 97%.
    Media Creation Tool, used the ISO and this error happened:

    0x8007042B-04000D
    "The installation failed in the SECOND_BOOT phase with an error during
    MIGRATE_DATA operation."

    What trouble shooting could I do or is a clean install the only option left?

    Since this is related to
    It has to do with your data or applications.

    If you have filenames with question mark or some other special character in it, then MIGRATE_DATA will fail. Also folder names ending with dot will get MIGRATE_DATA to fail.

    Check the C:\$Windows.~BT\Sources\Panther\setuperr.log file (open it with Notepad), search from end of the file. If you have problems with filenames or permissions, then those filenames will be listed.

    Make also sure you disable all non-Microsoft services. Uninstall 3rd party AV.
