Unable to access Add/Remove Windows components

    Have manufacturers pre-installed Windows XP V5.1 SP2 on laptop.
    When I try to access the "Add/Remove windows components" I get an error message in a "Windows XP Setup" window saying "The application could not be initialised ". Any advise Please
