Start the computer with a boot floppy. Don't have one? Go to Bootdisk, and download the file for ME OEM. Doubleclick this file with a floppy in the drive and one will be created for you. Don't just copy this file to the floppy and expect it to work.
When booting, choose with CDrom support. Watch the screen for the message giving you the drive letter assignment for the CD, this appears before the A:\> appears. It will not be the usual letter, it could be E: or any other letter. If you have two CD drives, you will be given two letters. Use this letter in place of the Z below.
When you have the A:\> prompt, insert the CD. Do these commands, pressing Enter at the end of each.
    c:
    cd\windows
    extract /y Z:\win9x\precopy1.cab scanregw.exe

While you are in pure dos mode, now is a good time to delete temp files that you cannot normally delete. Here is how.
    smartdrv
    deltree c:\windows\cookies
    deltree c:\windows\history
    deltree c:\windows\temp
    deltree c:\windows\tempor~1

Type a Y that you want to delete, check for typos at this time.
    Remove floppy and reboot.
