Resolved Tool For Finding What programs are using Folders and or Files

Is there a tool that will show you what person or program is using a particular folder/file. I know when you try to delete certain folders/files you get a warning showing that it cannot delete that folder/file because some other program or person is using it. Any assistance will be greatly appreciated.
