The ordinal 173 could not be located in the dynamic link library iertutil.d

When I was installed new version of Internet Explorer 8. after that I restarted my computer and I get message that "the application has failed to start because normaliz.dll was not found." Then I copy this file to the windows\system32 directory, through task manager.
Again I restarted my pc Now i am getting message that "The ordinal 173 could not be located in the dynamic link library iertutil.dll ". If I dont have recovery disk then what should i have to do
