    Hey There,
My taskBar icons move around every time i restart or shut down the PC & also when Windows is loading the icons on the Desk Top blink or move around. Any one got any ideas as to why this is happening now??? This just started a short time ago.
    Thanks "MIKE3 "

Since I always go for the simplest things first, do a search for and delete the file, "ShellIconCache" and reboot. Windows will rebuild a shiny new uncorrupted version.

The next step, if that doesn't work, is a scan for spyware...I use both Spybot and AdAware 6.

The final step (since it takes the longest) is a full system scan with up-to-date antivirus software.

By taskbar icons do you mean those that are on the quick launch bar? Do the icons on the desktop always end up in the same locations as they were after the previous boot?

Right click on the desktop and in the menu under arrange icons make sure auto arrange isn't checked. Under the not so obvious category check the following registry key and see if you have a NoSaveSettings entry.

    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Policies\Explorer

Look in the right pane for an entry named NoSaveSettings. If it's there it should have a value of 0. Actually it'll look like this: 00 00 00 00. If it has a value of 1 your desktop settings won't be saved after you reboot. You can change it by right clicking on the name and choosing modify. If you don't have the entry at all you can try adding it if you want (can't hurt). Right somewhere in the right pane and choose new DWORD Value. Give it a value of 0. Then arrange your icons the way you want and reboot and see what happens.

If that doesn't help check in the display settings, possibly on the advanced tab and see if there's anything in there that could possibly be causing this. Also, I've run into something quite similar once and ended up fixing it by reinstalling an older version of the video driver (though I don't remember if the quick launch bar was giving them trouble or not).

Are we talking about system tray icons ? Icons next to clock ?
If so, their position can vary from time to time depending how the boot runs. It is very difficult to keep to a consistent boot/load order, especially if you add remove apps that use the system tray.
    regards
