Are there any free programs out there that you can recover a deleted file even after you emptied your recycle bin?

Is there any way to do it without a program?

You need a program to recover the files. Recovering lost data isn't an exact science, especially if the drive has already been rewritten. Almost anything can be recovered, if you're willing to pay.

How good a program works is anybody's business. I collect as many as I can. Sometimes the freeware works and the payware doesn't. Sometimes the payware works.

Here are a couple of feebies:

drecollet--When you delete (not just put in Recycle Bin) a file, it still is on the hard drive, but Windows now thinks that space can be used again. So you want to avoid writing to the hard drive until you make the recovery.
That includes downloading an Undelete program. Download it rather to a floppy and run the program from there. A freebie that will fit on a floppy is Restoration

Forgive me for being lazy. I did not check on the size of the programs in the two references provided by
RayH. Perhaps they will fit, too.

My first link is for Restore. The second link is for PC Recovery.
